Article II
Right to Bear Arms and Public Safety

A well-regulated militia, necessary for the security of a free state, requires responsible firearm ownership. The right of the people to keep and bear arms is recognized, subject to reasonable regulations to protect public safety and welfare. The possession, manufacture, sale, or distribution of automatic weapons is prohibited. Comprehensive background checks shall be mandatory for all firearm purchases and transfers, without exception. All individuals seeking to own or carry a firearm must complete nationally standardized gun safety training and certification before receiving or renewing firearm licenses.
