Right to Free and Low-Cost Education
Section 1: Right to Free Education
All citizens of the United States shall have the right to free education from Pre-Kindergarten through to the completion of a Doctoral degree (PhD). This education shall be of high quality, accessible to all, and available at public institutions or through programs supported by public funding, ensuring that no citizen is denied the opportunity to achieve an education based on their financial circumstances.
Section 2: Access to Low-Cost Higher Education
In addition to free education from Pre-K to high school, all citizens shall have access to low-cost or subsidized higher education opportunities, including undergraduate, graduate, and professional programs. These opportunities shall be available at public universities, colleges, and accredited institutions to ensure that higher education is attainable for all, regardless of socio-economic status.
Section 3: Equal Opportunity for All
Education shall be equally accessible to all citizens, regardless of race, gender, disability, socioeconomic status, or geographic location. Every citizen, regardless of background, shall have the same opportunity to pursue and succeed in education at every level, with necessary accommodations and support provided where needed.
Section 4: Lifelong Learning and Skills Development
The right to education shall be extended to include lifelong learning opportunities. Citizens shall have access to educational programs and skills development initiatives throughout their lives, whether for career advancement, personal growth, or other goals. These programs shall be supported by public funding and made accessible to all.
Section 5: Affordable Educational Materials
The cost of textbooks, learning materials, and other necessary resources shall be minimized for all students. Public institutions shall provide free or low-cost access to educational materials and resources to ensure that no student is hindered in their academic pursuits due to financial constraints.
Section 6: Congressional Power to Enforce
Congress shall have the power to enforce the provisions of this article through appropriate legislation, ensuring that funding is allocated to guarantee access to quality education at all levels, and that necessary frameworks are put in place to support lifelong learning and skills development.
