Section 1: Right to Universal Basic Income
Every citizen of the United States shall have the right to receive a monthly universal basic income to ensure a baseline standard of living, promote economic stability, and support personal freedom and dignity.
Section 2: Amount and Adjustment
The universal basic income amount shall be sufficient to cover basic living expenses, including housing, food, and utilities, and shall be adjusted annually based on inflation and the cost of living in different regions.
Section 3: Eligibility
All citizens, regardless of employment status, income level, or age (with the exception of minors under guardianship, whose income shall be managed by their legal guardian), shall be eligible to receive universal basic income.
Section 4: Funding and Administration
The universal basic income program shall be funded through equitable taxation, reallocating existing subsidies, and the establishment of revenue-generating mechanisms, such as taxes on automation, corporate profits, and luxury goods. The program shall be administered transparently and efficiently by a federal agency with oversight to prevent fraud or misuse.
Section 5: Protections and Non-Discrimination
Universal basic income shall be a right of citizenship and shall not be denied or reduced based on race, gender, religion, sexual orientation, disability, or any other characteristic. It shall be protected from garnishment, seizure, or any form of interference by private entities or government agencies.
Section 6: Economic and Social Freedom
The provision of universal basic income aims to reduce poverty, promote entrepreneurship, and empower citizens to pursue education, caregiving, creative endeavors, and other personal aspirations without the constant pressure of financial insecurity.
